313.03 SEWER RENTAL RATES.
   To pay part of the cost and expense of maintaining and operating the sanitary sewerage system, there is levied upon each lot and premises on which is located any building which has installed thereon or therein any sewer connection with the sanitary system, a direct quarterly charge as follows:
   (a)   For any building or premises discharging sanitary sewerage or industrial waste into the sanitary sewerage system, unless it comes within the classification of any exception hereinafter mentioned, there will be charged a direct quarterly charge as follows:

   (b)   The amount of water used in a building or upon premises shall be determined by the measurement of the City water meter therein used. However, if a building or premises possessing a sanitary sewerage connection is not a user of City water, and its water consumption or a substantial part thereof, for that reason or any reason, is not measured by a City water meter, then the amount of water consumed on the premises shall be otherwise measured or determined by the Director of Service in determining the rental set out in this chapter.
   (c)   If a building or premises discharges into the sanitary sewerage system industrial waste which does not result from the use of water measured as hereinabove provided, the Director of Service shall measure or determine the amount of such industrial waste in such manner and by such a method as he may find practicable under the circumstances, in which case the sewer rental or service charge shall be based upon the volume of such industrial waste and the rate per gallon shall be the same as that imposed by this chapter upon the volume of water consumed in other cases.
   (d)   The minimum quarterly rate and/or charge for residential usage shall be at the minimum usage of 5,000 gallons multiplied by the residential rate.
   (e)   The minimum quarterly rate and/or charge for non-residential usage shall be at the minimum usage of 5,000 gallons multiplied by the non-residential rate.
   (f)   In the case of a discontinuance of actual occupancy or use of the building or premises possessing the sewer connection for the duration of the particular quarter or quarters upon which billings are made, there shall be no charge for the quarter or quarters, provided that notice of such discontinuance has been given to the City.
