It is determined and declared to be necessary and conducive to the protection of the public health, welfare and convenience of the City to levy and collect a charge or rental upon all lots and premises served by sewer connections with the sanitary sewerage system of the City, to pay a part of the cost and expense of maintaining and operating a sanitary sewerage system and sewage treatment works of the City.
