All houses in the City shall be numbered in accordance with the following plan or system known as the "Standard" system. For all streets in the City which run north and south or generally in north and south directions and cross or lie north of Bridge Street, the numbering shall begin at the south end thereof. For streets lying wholly south of Bridge Street, the numbering shall begin at the north end thereof. For all streets in the City running east and west or generally in east and west directions and crossing or lying east of Front Street, the numbering shall begin at the west end thereof. For all streets lying wholly west of Front Street, the numbering shall begin at the east end thereof.
