As used in these rules:
(a) "Appointing authority" means any officer, commission, board or other person or body having the power of appointment to or removal from employment with the City.
(b) "Civil service" means all positions of employment with the City of Berea, Ohio.
(c) "Classified service" includes only those positions of employment with the City which are established at law as amenable to the application of the civil service law of the City.
(d) "Unclassified service" comprise those positions of employment with the City which are not in the 'classified service' as defined in (c) above.
(e) "Commission" means the Civil Service Commission of the City of Berea, Ohio.
(f) "Eligible candidate list" means a list of names established for the purpose of filling vacancies in the classified service.
