(a) The Director of Law is empowered from time to time to employ special counsel, who may be one or more, or a firm of attorneys at law, for assistance in the handling of litigation or prosecutions or other proceedings in court or before any administrative body, or for advisory opinions, as he shall deem advisable in the interest of the City.
(b) Any Special Prosecutor employed to enforce Chapter 951 of the Codified Ordinances of the City shall be approved by Council and, after such approval, such Special Prosecutor shall serve until his employment is terminated by the Director of Law.
