111.06 VACANCY IN COUNCIL.
   All vacancies in Council shall be filled by Council itself. Vacancies may be filled by Council at a meeting called by the President of Council or any three members of Council, or the Mayor, when at least forty-eight hours notice in writing of such meeting has been served personally on each member of Council or left at his usual place of residence. Such notice shall state that the filing of such vacancy is the purpose of the meeting and no other subjects shall be considered prior to the disposition of the matter for which such meeting was called.
   The attendance at such meeting of Council shall be considered a waiver of notice required by the preceding paragraph and if two-thirds of the members elected to Council are present, such meeting may proceed.
   A plurality of members present and voting shall be sufficient to elect a councilman to fill such vacancy but in no event shall a council man be elected with less than three votes. Should the vote to fill such vacancy result in a tie, then the President of Council shall vote in order to break the tie.
   Abstention from voting shall not count as a vote for any candidate.
   If Council fails within thirty days to fill the vacancy, the power of Council shall terminate and the Mayor shall fill the vacancy by appointment.
