111.02 PRESIDING OFFICER.
   Rule 1. Absence of President and President Pro Tem of Council. In the absence of the President of Council and the President Pro Tem of Council at any regular or special meeting, Council shall appoint a temporary chairman from along its members to preside at such meeting, but such chairman shall not lose his vote on any questions.

   Rule 2. Chairman Shall Preserve Order. The President of Council or, in his absence, the President pro tem or temporary chairman, whoever shall be presiding, shall preserve order at all Council meetings and enforce the rules of Council, and may, if necessary, call upon the Police Division to assist him in maintaining order and enforcing the rules of Council. He shall confine all members of Council, including the public where given the right to speak, to the question then under consideration. He may, in common with any member of Council, call any member of Council to order for violation of any of the rules of Council and shall promptly decide all questions of order, subject to the right of appeal to Council, which appeal shall not be postponed, but shall be immediately disposed of after sufficient opportunity is given the appellant to argue his appeal and the presiding officer to present his reasons for the ruling on the question appealed from.
