111.01 MEETINGS.
   Rule 1. Regular Meetings. At 7:30 p.m., local time, on the Monday following the Sunday on which its term commences, Council shall convene and organize, at which time Council shall elect its officers. Thereafter, Council shall meet the first and third Mondays of each calendar month at such time as it may hereafter set by ordinance. If the regular meeting shall fall on a legal holiday, then such regular meeting shall be held on the day following.
 
   Rule 2. Public Meetings. Subject to the provisions of Rule 8 below, all meetings of Council, whether regular, special or work sessions, or of its committees, shall be open to the public, and any resident shall have access to the minutes and records thereof at all reasonable times.
 
   Rule 3. Adjourned Meetings. Regular meetings may be adjourned from day to day, but if a regular meeting is adjourned to a day other than the day immediately succeeding the regular meeting day, all members of Council absent from the regular meeting shall be given at least twelve hours notice of such adjournment and the date and hour of such adjourned meeting.    Rule 4. Special Meetings.  Special meetings may be called by the Mayor or any three members of Council. There shall be given at least twenty-four hours’ notice in writing of such special meeting, served by electronic mail or U.S. mail or by personal service or by leaving it at the members’ usual place of residence. Such notice shall state the subjects to be considered at the meeting and no other subjects shall be considered prior to the disposition of those for which such meeting was called. (Ord. 2016-95.    Rule 5. Work Session/Committee Meetings. Council shall meet on the second Monday of each month at 7:30 p.m. for a work session. The Council may, by motion, duly made, seconded and adopted, schedule a second work session in any month, to be held on the fourth Monday at 7:30 p.m. Council also may, by motion duly made, seconded and adopted, schedule a work session for the fourth Monday of August when the Council has gone into recess pursuant to Rule 7. If the work session meeting night shall fall on a legal holiday, then such work session shall be held on the day following. The chairperson of each committee of Council shall chair that portion of the work session meeting dealing with matters referred to his or her committee. Work sessions may be canceled by Council at any regular or special meeting preceding a work session.
 
   Rule 6. Waiver of Notice. The attendance at any special meeting of Council shall be considered a waiver of notice required by Rule 4 hereof, and if two-thirds of the members elected to Council are present, the meeting may proceed as a duly-called special meeting.
 
   Rule 7. Emergency Meetings. Emergency meetings may be called by the Mayor or President of Council by written notice as provided in Rule 4 hereof given at any time up to the time of meeting.
 
   Rule 8. Executive Sessions. Notwithstanding the provisions of Rule 2, the Council may move into executive session at any regular or special meeting, or at any work session, for discussion of subjects permitted by the Charter of the City and General Laws of Ohio to be discussed in executive session. The Council shall move into executive session only in accordance with the procedures set forth in the General Laws of Ohio.
 
   Rule 9. Recess. Council by majority vote may recess for the months of July and August.
 
   Rule 10. No Smoking During Public Meetings. No smoking shall be permitted during any meeting of Council or any of its committees in the meeting room(s) where such meeting is being held.
