1327.03 ALARM SYSTEM OPERATION AND MAINTENANCE.
   (a)   The installation, operation and maintenance of all alarm systems with the City shall be the responsibility of the person to whom a permit for such system has been issued.
 
   (b)   All persons to whom permit for an alarm system has been issued shall:
      (1)   Maintain such alarm system in the manner for which such system was designed, and consonant with the operating manual established by the manufacturer of such system;
      (2)   Maintain the premises upon which such alarm system is installed in such manner as may insure the proper operation of such alarm system; and
      (3)   Respond within a reasonable period of time to any notice by the City to repair such alarm system, or inactivate the same upon a malfunction.
 
   (c)   No person shall manually activate an alarm system for any reason other than the occurrence of an event for which such alarm system was installed and intended.
 
   (d)   All alarm systems shall be adjusted so that any audible signal will sound for a period not to exceed ten minutes in duration.
 
   (e)   All alarm systems which are directly connected to the City shall be adjusted so that, upon initial activation of such alarm system, a second activation of such alarm system will not occur without such alarm system first being manually reset.
