Every swimming pool shall be completely enclosed by a fence or wall of sturdy construction no less than sixty inches in height, measured from the ground level at each point along the circumference of such enclosure, which enclosure shall be of such design and construction as to prevent young children from crawling or otherwise passing through, under or over such enclosure without the use of tools, ladders or other artifice. Each gate in such enclosure or swimming pool structure shall be constructed so as to automatically close to a locked position, and shall be kept securely locked at all times except when such pool is in use and under the immediate observation of the owner or other responsible person designated by the owner.
