Upon such finding and declaring, the Service Director may abate such nuisance or the Building Inspector may order the owner of such building or structure to make such repairs, or take such maintenance measures within a reasonable time. If the nuisance is not abated within the required time, the Service Director shall cause its abatement and shall report the cost thereof to Council, which may assess the same on the real estate on which the nuisance existed or the cause or source thereof was located. Failure to comply with such order shall be considered a misdemeanor.
