No person, firm or corporation shall engage in the business or act in the capacity of a contractor, as herein defined, except pursuant to a license issued in conformity with the provisions of this chapter by the Building Inspector .
No provision of this chapter shall be interpreted to require that a person, firm or corporation who is an owner or lessee of premises shall be licensed to perform work upon such premises owned or leased by such person, firm or corporation.
