(a) No person shall maliciously or willfully tease or strike dogs used by the Police Division.
(b) A person commits the offense of teasing or striking dogs used by the Police Division if he willfully and maliciously taunts, torments, teases, beats or strikes any dog used by the Police Division, in the performance of the functions or duties of such Division, or interferes with or meddles with any such dog used by such Division or any members thereof in the performance of the functions or duties of such Division or of such officer or member.
(c) Whoever violates this section is guilty of a misdemeanor of the third degree.
