If any item or part of an item of this Charter proves to be invalid or unconstitutional, the same shall not be held to invalidate or impair the validity, force or effect of any other item, or part of an item of this Charter unless it clearly appears that such other item, or part of an item, is wholly and necessarily dependent for its operation upon the item or part of an item so held in valid or unconstitutional.
