The City's law enforcement officers shall, in addition to any other authority vested in them, have the power to stop and test any motor vehicle, motorized bicycle or motorcycle driven, ridden or operated on a public right of way or public space, or upon private property, which motor vehicle, motorized bicycle or motorcycle is reasonably suspected of violating any provision of this chapter, and issue a notice of violation or abatement order.
