The provisions of this chapter shall not apply to programs, activities, or events organized by and/or officially sanctioned by the Berea City Schools, private schools, churches, civic groups of a non-profit nature or Baldwin-Wallace College, municipally authorized parades, concerts, or fireworks displays on public spaces or lands, or to the firing of original or reproduction-type, muzzle-loading antique pistols, muskets or rifles which employ a percussion cap or other obsolete ignition system or which are designed and safe for use only with black powder and any cannon or other artillery piece which, regardless of its actual age, is of a type in accepted use prior to 1887, and is designed and safe for use only with black powder. The firing of such weapons shall be permitted only on patriotic holidays, historic events, celebrations, and organized matches or shoots.
