(a) No person shall operate a bicycle upon the sidewalks, streets or public ways of the City, unless the bicycle is registered and tagged as provided in this chapter.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
Application for registration of a bicycle shall be made to the Police Division, or its designee, upon forms provided, which shall contain the name and address of the applicant, the make, color and serial number or other identifying mark on the bicycle, and any other information as the Police Division shall deem pertinent.

The Police Division, upon receipt of the application, accompanied by a fee of two dollars ($2.00), shall register the bicycle. A record of all the registrations shall be kept by the Police Division in a record book. At the time of registration, the Police Division shall furnish to the applicant a serially numbered tag of the form and design approved. No license issued under the provisions of this section shall be transferable to or used on any other bicycle.

(a) No person shall willfully or maliciously remove, destroy, mutilate or alter the frame number or any license plate of any bicycle licensed hereunder.
