Upon a recommendation, in writing, from the Chief, Division of Fire, or the Chief, Division of Police, the Director of Public Safety may order the prohibition or limitation of parking along the streets and thoroughfares of the City when necessary to:
(a) Reduce or eliminate a safety hazard;
(b) Protect children, elderly or disabled persons; or
(c) Encourage or control the safe and orderly flow of vehicular traffic.
In the event that the Director of Public Safety shall issue an order pursuant to the authority herein, such parking prohibition or limitation shall be designated and marked by appropriate signs informing the public of the same.
