The following groups and individuals are eligible to use the Village Hall without charge: Village-based organizations or institutions which are of a nonprofit, charitable or civic nature, including, but not limited to, Council, Village officials, homeowners' associations, boards, commissions, all Council committees and commissions, the Boy Scouts, the Girl Scouts, the Cub Scouts and any other similar type of group or individual designated by the Mayor. Though no fee is charged for use of the building, each individual or group shall nevertheless remain liable for any damage to the building in accordance with the rules and regulations set forth in this chapter. A fee of twenty-five dollars ($25.00) per scheduled use shall be charged to all other users.
