240.03   TERMS AND CONDITIONS OF EMPLOYMENT FOR FULL-TIME EMPLOYEES; BENEFITS.
   Effective January 1, 1997, the Police Department shall be operated in accordance with the following provisions as to all full-time employees. Full-time employees must average not less than forty hours per week on an annual basis and be designated as such by the Mayor and/or Council.
   (a)   Pay Periods:   Every two weeks.
   (b)   Work Week:   Forty hours per week active duty and twenty-four hours per day on call. The Chief of Police shall receive no overtime compensation, except as authorized by Council. The Chief of Police, under the direction of the Mayor, shall schedule the full-time officers.
   (c)   Overtime.   When overtime is authorized by the Chief of Police, all regular full-time employees of the Police Department are entitled to receive additional compensation in excess of eighty (80) hours in any two (2) week period. The additional compensation is at time and one-half the hourly rate, calculated by dividing the annual salary (excluding longevity) by Two Thousand Eighty (2080) hours and rounding to the nearest cent. Paid holidays, vacation and sick leave count as time worked.
   (d)   Schooling:   The Chief of Police and full-time officers may be reimbursed for the cost of educational training programs, subject to the prior approval of Council.
   (e)   Vacations:   The Chief of Police and full-time officers shall be entitled to two weeks of vacation with pay after their first year of service through their fourth year of service. After the fifth year of service, they shall be entitled to three weeks of vacation with pay. After twelve years of service, they shall be entitled to four weeks of vacation with pay. They shall take such vacation time off and not be paid in lieu thereof. Vacation time is not cumulative from year to year.
   (f)   Holidays:   The Chief of Police and full-time officers are entitled to the following paid holidays: New Year's Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the employee's birthday, Christmas Day and Veterans' Day.
   (g)   Clothing
      Allowance:   Each full-time member of the Police Department shall be entitled to a uniform allowance of seven hundred dollars ($700.00) per annum, as taxable compensation, payable the first week in July that is not a regular payroll date. The Police Administrative Secretary shall be entitled to a uniform allowance of three hundred dollars ($300.00) per year. Should a full-time officer or an Administrative Secretary be hired after the clothing allowance has been paid, the clothing allowance shall be pro-rated on a per diem basis (based on a 365 day calendar year). Each part-time member of the Police Department shall be entitled to a uniform allowance of a dollar amount equal to the aggregate number of hours worked since the last uniform allowance multiplied by fifty cents ($0.50), which amount shall not exceed the allowance granted to a full-time Police Officer.
   (h)   Miscellaneous
      Benefits:
      (1)   Hospitalization, medical and dental insurance: The policy for the Chief of Police and full-time officers shall be paid by the Village pursuant to invoices submitted to Council and approved by Council. The Council shall determine the coverage and the plan.
      (2)   Liability insurance: The Village shall furnish and pay for police professional liability insurance. The Council shall determine the coverage and the plan.
      (3)   Workers' compensation: The Village shall furnish and pay for Workers' Compensation insurance.
      (4)   Annual physical: The Village shall be responsible for the payment of the annual physical examination of the Chief, which shall be taken during the first quarter of each calendar year. The physical shall be by a physician of Council's approval.
      (5)   Sick leave: All full-time members of the Police Department shall be entitled to sick leave.
         A.   "Sick leave" shall mean leave with pay, granted when an eligible employee is necessarily absent from employment for any of the following reasons:
            1.   Illness or injury which renders the employee unable to perform the employee's duties, or causes the employee to become a hazard to others in the performance of the employee's duties;
            2.   Exposure to contagious disease;
            3.   Death or serious illness of a member of the employee's immediate family or household. "Immediate family" shall mean an employee's spouse, parents, brothers, sisters, children and grandparents;
            4.   Required time to consult with a licensed medical provider for medical care.
         B.   Sick leave shall be earned at the rate provided by Ohio R.C. 124.38. All full-time employees of the Police Department shall be entitled to sick leave of 4.6 hours, with pay, for each completed eighty hours of service.
