(a) There shall be a fee for the use of any police vehicle by any private business, contractor, corporation, public entity, utility, individual, party or entity, regardless of whether the use or presence of the police vehicle is voluntary or required by applicable law. The fee for use of any police vehicle shall be established by Council from time to time.
(b) The initial fee for use of a police vehicle shall be seventy-five dollars ($75.00) per 8-hour shift. There shall be no proration of said fee.
