(a) The owner and/or agent of the owner shall submit the original tracing of the final plat and nine sets of prints to the Village Engineer. If the Village Engineer finds that all requirements of Section 1240.09 have been complied with, the Village Engineer shall sign and forward the same to the Planning and Zoning Commission.
(b) If the Commission finds that all requirements of Section 1240.09 have been complied with and that all conditions imposed by it in its preliminary approval have been met, the Commission shall approve such plat and send it to Council.
(c) The Village shall bill the owner and/or agent of the owner for all costs and expenses incurred by the Village Engineer and the Village Solicitor for the review of the preliminary plan, proposed improvement plans, profiles and the final plat.
(d) If Council finds that all the requirements of Section 1240.09 have been complied with, that all conditions imposed by the Commission in its preliminary approval have been met and that all costs and expenses owed to the Village thus far have been paid, the owner and/or agent of the owner, upon compliance with Sections 1240.11, 1240.12, 1240.13, 1240.14 and 1240.15 and payment of all fees, charges, expenses and guarantees to the Village incurred relating to such subdivision, shall apply for approval by Council of the final plat. The acceptance of dedication of streets clause, as provided for in Section 1240.09(d)(10), shall not be signed by the Clerk of Council until the Village Engineer and the Streets and Safety Committee of Council have certified that the owner and/or agent of the owner has complied with the conditions of Sections 1240.11, 1240.12, 1240.13, 1240.14 and 1240.15 and Council has, by resolution, approved the final plat for acceptance of dedication of streets, as provided for in Section 1240.16(d).
