240.10   AUXILIARY POLICE UNIT.
   (a)   There is hereby created within the Division of Police an Auxiliary Police Unit to consist of not more than ten persons. The Mayor shall be the executive head of such unit. The Mayor at his or her own discretion shall make all appointments and removals of such officers. The Mayor shall further prescribe rules for the organization, administration, control and conduct of said Auxiliary Police Unit.
   (b)   The Chief of Police shall have exclusive control of the stationing, training, assignment, and transferring of all Auxiliary Police Officers. Auxiliary Police Officers shall possess the same power and authority as permanent and part-time police officers of the Village.
   (c)   As a condition of employment, all newly assigned Auxiliary Police Officers shall be required to complete a six month training period in which the Officer shall work sixteen hours per week up to twenty-four weeks for which they will be paid no compensation (voluntary time). If the Auxiliary Police Officer satisfactorily completes this training period and is recommended for employment by his Field Training Officer, the Mayor may appoint the Officer. If the Auxiliary Police Officer does not satisfactorily complete the training period and is not recommended for employment by his Field Training Officer, the Mayor may extend the Auxiliary Officer's training period for sixty days or remove the candidate from consideration for the position of Auxiliary Police Officer. The Mayor may appoint an Auxiliary Officer prior to the expiration of the training period if the officer receives a recommendation from the Field Training Officer indicating that the auxiliary is ready and capable of performing the tasks associated with an Auxiliary Police Officer. At the conclusion of the training period or when released by the Field Training Officer, as a further condition of employment, all Auxiliary Police Officers shall work a minimum of thirty-two hours per month for which they will be paid no compensation (voluntary time). For any subsequent hours worked, Auxiliary Police Officers shall be compensated at a rate established in subsection (e) hereof.
   (d)   There will be no seniority among Auxiliary Police Officers and all promotions to full or part-time Police Officers within the Village will be based on performance, availability and recommendations by the Chief of Police to the Mayor.
   (e)   When Auxiliary Police Officers are working other than voluntary time for the Village, they shall be compensated at an hourly rate of fourteen dollars ($14.00) per hour but shall receive none of the benefits provided for full or part-time members of the Police Department as set forth in this chapter unless provided herein.
   (f)   Any Auxiliary Police Officers who do not complete the requirements articulated in subsection (c) hereof shall be terminated from employment.
   (g)   All Auxiliary Police Officers must qualify with and maintain their service weapon which meets Police Department standards as set forth by the Chief of Police.
   (h)   Non-Liability. This section is declared by Council as an exercise by the Village of its police powers for the protections of the public peace, health, property, safety and general welfare. Neither the Village, or agent or representative of the Village, an officer appointed under the provisions of this section, or any individual, firm, partnership, corporation or the receiver, trustee or any agent thereof, who in good faith executes any executive order, rule or regulation promulgated pursuant to the provisions of this section, shall be liable for injury or damage sustained to person or property as the direct proximate result of such action. In addition to any other responsibilities or immunities, the members of the Auxiliary Police Unit shall bear the same responsibilities and the same immunities as any other regularly employed member of the Division of Police, except as herein provided.
