11-5-4: STREET GRADING:
   A.   All stumps, trees that cannot be saved, boulders and similar items shall be removed.
   B.   The full width of the right-of-way shall be graded, including the subgrade of the areas to be paved. (Ord. 11-86, 4-17-1986)
