Before a final plat of subdivision may be approved by the Board of Trustees, the owner or subdivider shall submit to the Village Engineer completed plans and specifications, prepared by a professional engineer, covering the improvements and utilities described in the subdivider's plat, and the Village Engineer shall certify in writing to the Board of Trustees that such improvements and utilities meet the requirements of the Village, County and State, and other authorities having jurisdiction, and comply with the provisions set out in this Chapter.
