11-3-5-2: FINAL PLAT REQUIREMENTS:
   A.   General: All information is to be shown accurately in a manner that clear and transparent or contact prints or photostatic copies can be made.
   B.   Identification And Description: Identification and description shall include the following:
      1.   Proposed name of subdivision not duplicating name of any plat heretofore recorded in the Village or DuPage County, Illinois.
      2.   Location by section, town and range, or by other approved legal description.
      3.   An accompanying boundary line survey map prepared and certified by a registered surveyor and an accompanying topographic map indicating source of survey.
      4.   Names and addresses of the owner and subdivider having control of tract and designer of the plat.
      5.   Graphic (engineering) scale shall not exceed one hundred feet to one inch (1" = 100').
      6.   North point (designated as true north).
      7.   Date of preparation.
   C.   Existing Conditions: Existing conditions shall indicate the boundary lines of proposed subdivision in accordance with subsection B3 of this Section.
   D.   Subdivision Design Features: Subdivision design features shall include the following:
      1.   The final plat shall be in substantial accord with the comprehensive plan as amended from time to time.
      2.   Layout of streets showing right-of-way widths and street names (not duplicating the name of any street heretofore used in the Village or its environs unless such street is an extension of or in line with an already named street in which event the names shall be used) and showing proposed through streets extended through boundaries of subdivision.
      3.   Location and width of alleys, pedestrianways and utility and drainage easements.
      4.   Layout, total number of lots, and dimensions of the lots containing the minimum width, and depth, and of the lots containing the maximum width and depth.
      5.   Minimum front and side street building setback lines indicating dimensions.
      6.   Areas (other than those listed in subsections D2, D3 and D4 of this Section) intended to be dedicated or reserved for nonresidential purposes, the approximate acreage shall be indicated. Such areas shall be designated by letter and/or by number.
      7.   If desired by the subdivider, the final plat may constitute only that portion of the approved preliminary plat which is proposed to be recorded and developed at the time; provided however, that such portion shall conform to all requirements of these regulations.
   E.   Additional Delineations: Additional delineation shall include the following:
      1.   Accurate angular and lineal dimensions for all lines, angles and curvatures, with functions and titles used to describe all boundaries, including perimeter survey of tract streets, alleys, easements, areas to be reserved for public use and other important features. Error of closure of boundary line surveys shall not exceed one in ten thousand (1' for each 10,000' of perimeter survey). Angular error shall not exceed plus or minus twenty (20) seconds. Lot lines to show dimensions in feet and hundredths, and when an angle occurs in any lot between lot corners, the measurement of the angle shall be shown in degrees, minutes and seconds and shall include the areas in square feet of all lots. The final plat shall accurately show the location of all permanent lot markers as actually installed.
      2.   An identification system for all blocks and lots using consecutive numbers for lots within a block.
      3.   True angles and distances to the nearest established street lines and official monuments (not less than 3), which shall be accurately described in the plat by location, size and elevation to which all dimensions, angles, bearings and similar data on the plat shall be referred.
      4.   Municipal, township or section lines accurately referenced to the lines of the subdivision by distances and angles.
      5.   Accurate location of all monuments which shall be placed at all block corners, angle points and at intermediate points as shall be required by the Village Engineer, and installed in such a manner that they may be located by a licensed surveyor. A United States Geodetic Survey, State, County, Village or other official bench marks, monuments, or triangulation stations in or adjacent to the property, shall be preserved in precise position.
      6.   Accurate outlines and legal description of any areas to be dedicated or reserved for public use, with the purposes indicated thereon and in the dedication, including any area to be reserved by deed covenant for common uses of all property owners.
      7.   Any restrictive covenants may also be filed as a separate document, however, such covenants shall be referenced on the face of the final plat prior to recording.
      8.   Once a final plat is approved by the Community Development Commission, any changes that are considered shall be referred back to the Community Development Commission to approve or disapprove.
   F.   Certificates: The application for approval of the final plat shall not be deemed complete until all required signatures as noted on the final plat (excepting the Village Clerk and Collector) be affixed to the proposed plat of subdivision prior to approval by the Community Development Commission. If, however, this proves to be impossible for any reason, the Community Development Commission may nonetheless approve the proposed plat of subdivision and tender the same to the Village Board of Trustees with the express condition that all such signatures be affixed prior to its approval by the Board of Trustees, and the following certificates, other than the Village Clerk's certificate, have been duly executed, such certificates on file with the Community Development Department:

   Drainage
Except as otherwise required by statute, certification on final plats of subdivision located in the unincorporated areas within one and one-half (11/2) miles beyond the Village limits shall be those required by the DuPage County or Cook County subdivision regulations except when Village's subdivision regulations are more restrictive, the applicable certifications contained herein shall also be required.
