5-2-24: CENTER STREET PARKING LOT:
   A.   The following regulations shall govern the use of the Center Street parking lot located between Main and Roosevelt Streets in the village:
      1.   It shall be unlawful for any person to park any commercial vehicle, recreational vehicle, boat or trailer in the Center Street parking lot at any time.
      2.   It shall be unlawful for any person to perform, or have performed, any repairs, oil changes or other maintenance to any vehicle of any kind or type in the Center Street parking lot at any time.
      3.   In addition to any other prohibition herein provided, it shall be unlawful for any person to park any vehicle in the Center Street parking lot for longer than a four (4) hour period of time between the hours of six o'clock (6:00) A.M. and six o'clock (6:00) P.M., except as may be otherwise allowed by the proper display of a duly issued parking permit.
      4.   In addition to any other prohibition herein provided, it shall be unlawful for any person to park any vehicle in the Center Street parking lot between the hours of three o'clock (3:00) A.M. and six o'clock (6:00) A.M. of any day, except as may be otherwise allowed by the proper display of a duly issued parking permit. Further, this subsection A4 shall not apply to physicians or the operator of an ambulance during any emergency or in case of an accident or illness.
      5.   Parking permits issued by the village and authorizing the parking of a vehicle in the Center Street Parking Lot shall be displayed in the rear window of said vehicle.
      6.   Parking permits issued by the village and authorizing the parking of a vehicle in the Center Street Parking Lot shall be issued at the direction of the village manager.
   B.   In addition to and notwithstanding any other provision of this code to the contrary, any vehicle found to be in violation of subsection A1, A3 or A4 of this section shall be immediately towed at the expense of the vehicle's registered owner, and a citation may be issued. Upon a finding of guilty to a violation of this section, the violator shall be subject to a fine in the amount of twenty five dollars ($25.00) for each such violation, plus the costs for prosecution. Any person accused of a violation of this section may pay the penalty provided for such violation before the due date as indicated on the citation at the village hall. In the event the citation is not paid by said due date, the village finance department shall cause to be mailed to the vehicle's registered owner a "final notice". Any penalty due after the issuance of such "final notice" shall be the amount of the penalty as set forth in this subsection, plus an additional fifteen dollars ($15.00) for each such violation.
