5-2-12: COMMUTER PARKING LOTS AND ZONES:
The following regulations shall govern the use of the commuter parking lot and designated commuter parking zones:
   A.   Designated Commuter Parking Lots And Zones:
      1.   Designated Commuter Parking Lots: Designated parking lots are reserved for the use of Metra commuters on Mondays through Fridays between the hours of six o'clock (6:00) A.M. and eleven o'clock (11:00) A.M. The main designated commuter parking lot is located between Center Street and Addison Street immediately south of the Metra train station. The Village reserves the right to designate additional lots as commuter parking lots.
      2.   Commuter Parking Zones: Designated parking zones are reserved for the use of Metra commuters on Mondays through Fridays between the hours of six o'clock (6:00) A.M. and eleven o'clock (11:00) A.M. Designated commuter parking zones are identified in subsection A3 of this section. The Village reserves the right to designate additional zones as commuter parking zones.
      3.   Commuter Parking Zones Designated:
South side of Main Street from Addison Street west to where designated.
   B.   Payment Required:
      1.   Parking Space Number: Each parking space within a designated parking lot or designated parking zone is labelled with a parking space number located either overhead, sign mounted or marked on pavement.
      2.   Proper Payment Amount: Any person desiring to park any vehicle within the parking spaces in the designated commuter parking lot or designated commuter parking zones shall deposit a daily fee of one dollar fifty cents ($1.50) between the hours of six o'clock (6:00) A.M. and eleven o'clock (11:00) A.M. on each day, except Saturdays, Sundays and holidays recognized by the Village.
      3.   Payment Options: A parking payment kiosk is located at the train station depot. The kiosk accepts coins, bills and credit cards. The daily fee shall be applied to the parking space number each day used. The Village also offers mobile application payment through the "Passport Parking" application (convenience fee applied).
   C.   No Parking Zones: The Chief of Police may, at his discretion, designate areas of the commuter parking lots maintained by the Village as no parking zones by erecting signs giving notice thereof, where necessary to facilitate ingress and egress of buses and other vehicles.
   D.   Prohibited Acts: It shall be unlawful for any person:
      1.   To park any vehicle or permit any vehicle to remain parked in any parking zone for a period longer than designated.
      2.   To park any vehicle in said parking zone without paying the fee designated or permit such vehicle to remain for a longer period than covered by the amount paid.
      3.   To park any vehicle across any parking line or mark or to park a vehicle in such a position that the same shall not be within the area designated by such lines or marks.
      4.   When not authorized by the President and Board of Trustees, to deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking kiosk installed in the commuter parking lot. Further, it shall be unlawful to deposit any slug, device or metallic or other substitute for coin in any parking kiosk.
      5.   To park any vehicle in the commuter parking lot between the hours of two o'clock (2:00) A.M. and four o'clock (4:00) A.M.
   E.   Tow Away Illegally Parked Vehicles: The Police Department and all members thereof are hereby authorized to remove and tow away or have removed and towed away by a commercial towing service any car or other vehicle illegally parked in any place in said commuter parking lot or zones where such vehicle creates or constitutes a traffic hazard or obstructs or may obstruct the movement of any emergency vehicle.
Vehicles so towed away for illegal parking shall be stored in a safe place and restored to the owner or operator of such vehicles, upon payment of the fee of sixty five dollars ($65.00) within twenty four (24) hours after the time such car was removed, plus fifteen dollars ($15.00) for each additional twenty four (24) hours or fraction thereof.
   F.   Penalty: Any person accused of a violation of parking in a designated commuter parking lot or zone without payment shall be subject to parking violations fine of twenty five dollars ($25.00) or as depicted in traffic violation penalties as provided in section 5-1-8 of this title.
