The Chief of Police shall issue permits for more than a single parade during one day in accordance with the requirements of Sections 4-5-6 and 4-5-7 of this Chapter; provided, however, that he may not issue multiple permits beyond the point at which the issuance of an additional permit would require the continuing diversion of so great a number of police officers, or other municipal personnel so as to prevent normal police protection or other services to the Village.
