§ 56.19 PROHIBITED DISCHARGE STANDARDS; SPECIAL AGREEMENTS.
   (A)   General prohibitions. No user shall introduce or cause to be introduced into the POTW any pollutant or wastewater which causes pass through or interference. These general prohibitions apply to all users of the POTW whether or not they are subject to categorical pretreatment standards or any other national, state, or local pretreatment standards or requirements.
   (B)   Specific prohibitions. No user shall introduce or cause or allow to be introduced into the sewer system or the wastewater treatment plant any wastewater that contains the following:
      (1)   Pollutants which create a fire or explosion hazard in the POTW, including but not limited to wastestreams with a closed cup flashpoint of less than 140° F using test methods specified in 40 CFR 261.21;
      (2)   Any waters or wastes having a stabilized pH lower than 5.5 or higher than 9.0, or containing heavy concentrations of salts or having other corrosive properties capable of causing damage or hazard to structures, equipment or personnel of the wastewater treatment plant;
      (3)   Any ashes, cinders, sand, mud, straw, shavings, metal, glass, bones, feathers, tar, plastics, wood, paunch manure, butcher's offal or any other solid or viscous substances capable of causing obstruction to the flow in sewers or other Interference with the proper operation of the sewerage system or treatment works;
      (4)   Pollutants, including oxygen-demanding pollutants (BOD, etc.), released in a discharge at a flow rate and/or pollutant concentration which, either singly or by interaction with other pollutants, will cause Interference with the POTW;
      (5)   Any liquid or vapor having a temperature higher than 150° F, or 65° C, or which will inhibit biological activity in the treatment plant resulting in Interference, but in no case wastewater which causes the temperature at the introduction into the treatment plant to exceed 104 degrees F (40 degrees C);
      (6)   Petroleum oil, non-biodegradable cutting oil or products of mineral oil origin in amounts that will cause interference or pass through;
      (7)   Pollutants which result in the presence of toxic gases, vapors, or fumes within the POTW in a quantity that may cause acute worker health and safety problems;
      (8)   Any trucked or hauled pollutants, except at discharge points designated by the city in accordance with § 56.47;
      (9)   Any noxious or malodorous solids, liquids or gases which, either singly or by interaction with other wastes, are capable of creating a public nuisance or hazard to life or may be sufficient to prevent entry into a sewer for its maintenance or repair;
      (10)   Any waters or wastes containing dyes or other color which cannot be removed by the wastewater treatment plant processes and which require specialized chemical treatment;
      (11)   Any radioactive wastes or isotopes of a half-life or concentration that they do not comply with regulations or orders issued by the appropriate authority having control over their use and which will or may cause damage or hazards to the treatment works or personnel operating the system;
      (12)   Any by-products, sludges, solids, rags, foam, scum, oils or greases produced from the operation of pretreatment facilities or devices;
      (13)   Any materials which form excessive amounts of scum or foam that may interfere with the operation of the treatment works or cause undue additional labor in connection with its operation;
      (14)   Any liquids, solids or gases which by reason of the nature or quantity are or may be sufficient either alone or by interaction with other substances to cause fire or explosion or be in any way injurious to, persons, the sewerage system, the treatment plant or the operation of the wastewater treatment plant. At no time shall two successive readings on an explosion hazard meter, at the point of discharge into the sewer system, be more than 5% nor shall any single reading exceed 10% of the lower explosive limit (LEL) of the meter, prohibited materials include but are not limited to gasoline, kerosene, naphtha, benzene, toluene, xylene, ethers, alcohols, ketones, aldehydes, peroxides, chlorates, perchlorates, bromates, carbides, hydrides and sulfides;
      (15)   Any clothing, rags, textile remnants or wastes, cloth, lint, scraps, and the like, which will not pass through a one-quarter-inch mesh screen or its equivalent in screening ability;
      (16)   Any waters or wastes containing syspendecL fixed, or total solids of the-character and quality that unusual attention or expense is required to handle the materials at the sewage treatment plant;
      (17)   Any garbage which has not been properly shredded;
      (18)   Any substance which may cause the wastewater treatment plant's effluent or any other products of the treatment plant, such as residues or sludges, to be unsuitable for reclamation, reuse and disposal, constitute a hazard to humans or animals, or to be classified a hazardous waste under state and/or federal laws and regulations;
      (19)   Any waters or wastes containing poisonous or toxic substances or any other materials in amounts exceeding standards promulgated by the Administrator of the EPA pursuant to Section 307(a) of the Clean Water Act, and chemicals or compounds which are not susceptible to treatment or which may interfere with the biological processes or efficiency of the treatment system or cause the treatment system to violate the toxicity limit in its permit, or create any hazard in the receiving stream at the wastewater treatment plant;
      (20)   Any waters or wastes containing amounts of cadmium, chromium, copper, lead, nickel, zinc or other heavy metals which exceed categorical pretreatment standards, interfere with treatment efficiency or sludge disposal criteria or cause the wastewater treatment plant to exceed its NPDES permit or violate state stream standards;
      (21)   Any substance which will cause the treatment works to violate its NPDES permit or its effluent to violate the water quality standards of the receiving stream;
      (22)   Any wastewater at a flow rate or containing such concentrations or quantities of any given constituent that exceeds for any time period longer than 15 minutes more than five times the average 24-hour concentration, quantities or flow during normal operation and that would cause a treatment process upset and/or loss of treatment efficiency; and
      (23)   Any wastewater that violates applicable categorical pretreatment standards, as promulgated by EPA in 40 CFR Parts 403 and 129, or by SCDHEC or by the city.
   (C)   Conditionally prohibited discharges.
      (1)   No person shall discharge or cause to be discharged the following described substances, materials, waters or wastes if it appears likely in the opinion of the control authority, that such wastes may have a deleterious effect upon the sewers, sewage treatment plant processes, equipment, or receiving waters or which otherwise may create a hazard to life, limb, property, or constitute a public nuisance. In forming his opinion as to the acceptability of these wastes, the control authority will give consideration to such factors as: quantities of subject wastes in relation to flows and velocities in the sewers, materials of construction of the sewers, nature of the sewage treatment process, capacity of the sewage treatment process, capacity of the sewage treatment plant, degree of treatability of wastes in the sewage treatment plant and other pertinent factors.
         (a)   Any water or waste containing more than 100 parts per million by weight of fats, oils, grease or wax, whether emulsified or not, or containing substances which may solidify or become viscous at temperatures between 32° and 150° F, or 0° and 65° C, at the point of discharge into the system;
         (b)   Any liquid wastes having a BOD concentration exceeding 250 mg/l or ppm;
         (c)   Any liquid wastes having a TSS concentration exceeding 240 mg/l or ppm;
         (d)   Any liquid wastes having a NH3 concentration exceeding 25 mg/l or ppm;
   (D)   Pollutants, substances, or wastewater prohibited by this section shall not be processed or stored in such a manner that they could be discharged to the POTW.
   (E)   Special agreement for discharge ofprohibited substances. No statement contained in this section shall be construed as prohibiting any special agreement or arrangement between the city and any person whereby nondomestic wastewater of unusual strength or character may be admitted into the sanitary sewers, either before or after approved pretreatment or prehandling, and specially treated subject to any payments or user charges as may be applicable, provided the wastewater will not interfere with the treatment process, sludge disposal options, NPDES permit compliance or cause a violation of water quality standards.
