§ 56.47 SEPTAGE WASTES.
   (A)   Persons desiring to discharge septage wastes into the wastewater treatment plant shall be required to obtain a permit from the city. A permit shall be purchased from the city at a fee set by the city and shall be valid for one year. The fee for the septage discharge permit is $25.
   (B)   The discharge of septage wastes will be subject to prepayment of fees or charges fixed by the city based upon the full capacity of each vehicle for each discharge. The city reserves the right to base charges upon the concentrations of pollutants contained in the wastes of each load in addition to, or in lieu of a volume based fee. The discharge fee for each load is $10 per 1,000 gallons, or any portion thereof, of vehicle tank capacity.
   (C)   The city will issue no refund for unused pre-purchased discharge tickets.
   (D)   Septage will only be accepted at the wastewater treatment plant during posted business hours.
   (E)   The applicant shall be the owner ofthe vehicle for which a permit is applied. Any false, untruthful, or misleading statements in any application for a permit or in any paper submitted in support of the application will invalidate the permit. A permit may be suspended or revoked at any time by the city for willful, continued or persistent violations of these rules and regulations or upon other grounds as the control authority deems proper.
   (F)   All equipment (trucks, tanks, pumps and hoses) used for the collection or transportation of septage wastes shall be modem equipment in good repair. When more than one vehicle is used by any applicant, each vehicle shall bear an identifying number. The city shall refuse a permit to any person utilizing equipment other than above.
   (G)   All applicants for a permit shall furnish the following information with each application:
      (1)   Name and address of applicant;
      (2)   Volume of septage waste for each numbered vehicle; and
      (3)   Number of septage vehicles in collection service.
   (H)   Septage wastes shall be as defined by this chapter. At no time will the disposal of hazardous wastes or other materials or wastes prohibited be allowed into the wastewater treatment system. All septage wastes shall be subject to the requirements herein.
   (I)   Septage shall in no case be held or stored by the hauler for longer than 64 hours prior to discharge at the wastewater treatment plant All septage stored or held over 16 hours shall be aerated continuously while in storage.
   (J)   It is unlawful to discharge, or cause to be discharged, any septage wastes into the sewer system at any point not designated in writing by the control authority.
