§ 53.03 RULES AND REGULATIONS.
   The municipality, directly or through an independent contractor, shall provide for collection of solid waste not prohibited by the section, which has been properly prepared and placed for removal and transport it to a licensed landfill where it shall be disposed of in a sanitary fashion. Waste material shall be placed in metal containers or cans or durable rubber or plastic containers of not more than 30 gallons capacity and fitted with screen or other suitable covers in a plastic container, securely tied, which is adequate to contain the weight of its contents. No container or cans shall weigh more than 100 pounds when full. Any larger or heavier removal may be removed by the employees of the city upon the payment of a fair and reasonable charge based upon the size and type of the item or items removed which charge shall be additional to that proved by § 53.09. All containers, cans, or items to be removed shall be located in the alley behind and adjacent to the premises served, or in such other place as may be designated by the City Superintendent so as to be easily accessible to loading crews. The City Superintendent shall have the authority to designate the location of containers upon premises where there is no alley, and all times for collection and shall have the authority to fix charges for the removal of large or heavy objects, which charges shall be paid to the City Clerk and to make such other reasonable rules for solid waste collection and disposal as may be necessary or convenient.
