(A) The governing body has the power and authority to fix by ordinance the rates to be paid for residential and nonresidential solid waste collection and disposal by the Municipal Sanitation Department, provided, that solid waste collection by the Municipal Sanitation Department of multi- dwellings and mobile home parks be charged to the owner of the said multi-dwellings and mobile home parks. The City Clerk shall bill all customers of the Municipal Sanitation Department and collect all money received by the municipality on the account of the Sanitation Department. The Clerk shall faithfully account for and pay to the Municipal Treasurer all revenue collected by him or her taking the Treasurer’s receipts therefor, in duplicate, filing one in the Clerk’s office and keeping the other on file in the Sanitation Department’s official records.

(B) Customers shall pay the following rates.
(1) Residential. All occupied single-family residential units shall pay $25 per month for once per week collection of solid waste from a 65 gallon toter to be furnished by the city. Volume in excess of 65 gallons per week shall be paid at the rate of $15 per 65 gallons or part thereof.
(2) Nonresidential. All occupied multi-dwellings, non-single-family residential units, and commercial units in which day-to-day activities are conducted shall pay $25 per month for once per week collection of a 65 gallon toter or $100 per month for once per week collection of a two yard dumpster, as selected by the customer. Toters and dumpsters shall be furnished by the city. Each additional weekly collection shall be $45 per pickup for dumpsters. Each additional weekly collection for toters shall be $15 per pickup and there may not be more than three collections per week. Volume in excess of the customer’s regular weekly collection shall be paid at a rate of $45 per pickup for a dumpster customer and $15 for a toter customer per dumpster or toter capacity or part thereof.
(C) All customers out of the city limits shall pay an additional $15 per month for once per week collection of solid waste, if approved by the city for solid waste collection.
(D) Rates for collection of large and heavy objects shall be charged as provided in § 53.04.
