7-2-5: SEWER SYSTEM CAPITALIZATION FEES:
   A.   Applicability: Sewer system capitalization fees shall apply to all parcels or equivalent users which apply for sewer service but have not been assessed any equivalent LID assessment for the proposed use.
   B.   Basis For Determining Sewer System Capitalization Fees:
      1.   The county shall collect from all new users applicable under this section, sewer system capitalization fees, and this money shall be placed in a special fund for utilization by the county for capital improvements and replacement of sewer collector, interceptor, and treatment facilities. These capitalization fees shall be in addition to other permit fees, and connection fees, described in this chapter and all other applicable ordinances, and represents a portion of the present value of the increment of capacity of the sewerage system utilized by the new connection that must be provided or replaced at a future date. The district may levy other local improvement district assessments, sewer bond retirement fees, and user charges for sewer system costs not included under the sewer system capitalization fee.
      2.   The sewer system capitalization fee shall be equal to the number of EU calculated in section 7-2-4 of this chapter multiplied by the sewer system capitalization fee for a single-family residence. In no case shall the sewer system capitalization fee be less than that for one single-family residence (1 EU). The fee for a single-family residence (1 EU) shall be one hundred twenty five percent (125%) of the original LID assessment for one EU in the applicable LID multiplied by (ENR-CCI/4860.5). ENR-CCI is the "Engineering News Record Construction Cost Index" (Seattle) as published monthly by McGraw-Hill, Inc.
      3.   Reserve Fund For Sewer System Capital Improvement And Replacement: There is hereby created a reserve fund dedicated to design and construction of wastewater collector, interceptor and treatment facility improvements and replacement. Funds derived from the charge of the sewer system capitalization fees shall be placed in this dedicated reserve fund. The money so reserved may only be utilized for design and construction of wastewater collector, interceptor and treatment facility improvements and replacement, and the money from said reserve fund is not to be utilized for regular operation and maintenance of the sewer system, except that up to five percent (5%) of the annual receipts can be utilized to administer the capitalization fee program.
      4.   The sewer system capitalization fees shall be adjusted at least annually by applying the most current ENR-CCI to the formulas provided in subsections B and C of this section. As a minimum, the fees shall be adjusted on October 1 of each year, and may be adjusted at any time utilizing the most current ENR-CCI. (Ord. 30, 10-24-1983)
