7-2-4: SERVICE CONNECTION PERMITS AND FEES:
   A.   Applicability: The requirement for connection permits and fees shall apply throughout the boundaries of the LIDs where connection is to be made to the county owned and operated public sewer system.
   B.   Connection Permit: A permit for connection to a county owned and operated sewer system must be obtained from the county, prior to construction of the physical connection. The permit will be issued by the county upon completion of an application for connection and payment of the connection fee and capitalization fee provided herein. Construction of the sewer connection shall be made by a journeyman plumber licensed by the Idaho state plumbing board.
   C.   Connection Fee:
      1.   The connection fee shall be paid to the county as compensation for the cost of inspection of said connection, establishment of the users account, and initial contribution to the sewer system operation and maintenance reserve fund.
      2.   The connection fee shall be equal to the number of EU calculated in section 7-2-3 of this chapter multiplied by the connection fee for a single-family residence. In no case shall the connection fee be less than that for one single-family residence (1 EU). The fee for a single-family residence shall be $150.00 x (ENR-CCI/4860.5). ENR-CCI is the "Engineering News Record Construction Costs Index" (Seattle), as published monthly by McGraw-Hill, Inc.
      3.   The connection fee shall be adjusted at least annually, by applying the most current ENR-CCI to the formula provided above. As a minimum, the fee shall be adjusted on October 1 of each year, and may be adjusted at any time using the most current ENR-CCI.
   D.   Inspection:
      1.   The physical connection to a county owned and operated sewer system must be inspected by a duly authorized representative of the district, prior to backfill of the excavation. At least forty eight (48) hours' notice of the time requested for the connection must be provided to the district. Deviations from the county design standards must be corrected at the permittee's expense.
      2.   Connection made without county inspection shall be reexcavated at the permittee's expense to allow inspection by the district's representative.
   E.   Ownership Of Service Connections: Service lines, service taps, and individual pump stations shall be installed, owned and maintained by customers. (Ord. 30, 10-24-1983)
