(a) A reserve police force is hereby authorized and approved, and the Mayor is authorized to appoint up to a maximum of fifteen reserve officers who will serve without compensation upon the approval of the Chief of Police.
(b) The Chief of Police shall establish policies and procedures for the Reserve Police Force, subject to approval by the Safety-Service Director. It is understood that those policies shall include requirements that all reserve officers shall be Ohio Police Officers Training Council certified, including weapon certification, that all reserve officers shall purchase and maintain any and all insurance required by the City, and that all reserve officers shall maintain their full certification and firearms qualification. It is understood that conditional commission in the Reserve Police Force may be issued to persons strictly for the purpose of allowing those persons to be admitted to OPOTC training programs; provided that such conditional members shall not perform any duties for the Reserve Police Force until they have fully met the qualifications set forth above.
(c) No reserve officer shall draw any compensation for services rendered, unless compensation is hereinafter provided by Council.
