If the owner or person having charge of the land fails to comply with the notice, the Safety-Service Director shall cause the noxious weeds, grass or vines to be cut. All expenses and labor costs incurred shall be paid by the owner or person having charge of the land. If the owner or person fails to pay said expenses and labor costs, said expenses and costs of labor shall be paid from City funds as appropriated by City Council for said purpose.
