969.07 RESIDENTIAL GARBAGE AND RUBBISH PROCEDURES.
   (a)   All household garbage and rubbish must be placed into secure containers, tied or otherwise secured, to prevent spillage, blowing around by wind, or invasion by dogs, cats or other animals. Should garbage or rubbish be spilled or blown around, the property resident is responsible for cleaning it up.
   (b)   Garbage and rubbish shall not be placed at curb sides or property lines more than twenty-four hours before the scheduled collection date at the property location, and empty containers must be removed from the curb sides or property lines within twenty-four hours after collection has occurred.
   (c)   No permanent structure intended to house garbage or rubbish containers may be located closer than twenty-five feet of the front property line.
