1333.01 BUILDING AND ZONING PERMIT FEES.
   (a)   No person shall, within the City limits, build, erect, alter, repair or remodel any structure or building or any part thereof without first applying for and obtaining a building permit for residential property or a zoning permit for commercial, manufacturing or industrial property.
   (b)   The Clerk shall charge and collect from any applicant for a building or zoning permit to build, erect, alter, repair or remodel any structure or building or part thereof a fee based upon the following schedule:
      (1)   Residential property.
         A.   All residential improvements shall require a building permit fee of two dollars ($2.00) per one thousand dollars ($1,000) of the estimated cost of the improvements.
         B.   The first five hundred dollars ($500.00) of improvements completed within three consecutive months to an existing residential structure or building without changing the existing structural configuration are exempted from fees.
      (2)   Commercial, manufacturing or industrial property. All commercial, manufacturing or industrial improvements shall require a zoning fee of two dollars ($2.00) per one thousand dollars ($1,000) of the estimated cost of the improvement, up to a maximum fee of five hundred dollars ($500.00).
      (3)   However, in all instances, the minimum fee for any residential building permit or commercial, manufacturing or industrial zoning permit shall be ten dollars ($10.00).
      (4)   Definitions. “Estimated cost of improvement” means the actual or estimated out-of-pocket cost for self-performed improvement and the actual or estimated contracted price for all other improvements.
