Whenever the Board of Health determines that a dwelling, dwelling unit, rooming house or rooming unit is unfit for human habitation as provided in Section 1321.05, it shall include such finding within a notice of violation which notice shall be served pursuant to Section 1321.02. The Board may also include a statement of intent to vacate and placard the dwelling, dwelling unit, rooming house or rooming unit, if compliance with the provisions of the notice of violation is not secured.
