(a) Plumbing permit fees shall be based on declared construction or remodeling cost as it applies to building permit fee. The fee for a plumbing permit shall be one dollar ($1.00) per one thousand dollars ($1,000) of the declared construction or remodeling cost with a fifty dollar ($50.00) minimum.
(b) Ten dollars ($10.00) shall be charged for a permit and inspection of a replacement or sanitary unit.

(c) Any permit not applied for in writing before work is in process shall be subject to a fifty percent (50%) penalty in addition to the regular fee for all work done and to be done under the permit.
