Before such license or registration shall be issued, the person applying for such shall pay the following fee, which rates are based on the calendar year.
(a) Ten dollars ($10.00) per year for a plumbing contractor's license.
(b) Ten dollars ($10.00) per year for registration as a journeyman plumber.
