1317.05 POWERS AND DUTIES OF SAFETY-SERVICE DIRECTOR.
   (a)    The Safety-Service Director is authorized to examine all qualified applicants for plumbing contractor's license and registration as a journeyman plumber upon matters relating to the knowledge, ability and qualifications of the applicant to engage in such work or trade in the City.
   (b)    The Director shall approve the application for such license or registration where the person signing the application qualifies as provided herein, and he shall thereupon issue to such applicant a license or registration to engage in the business of a licensed plumbing contractor or a registered journeyman plumber, as the case may be, in the City, for the calendar year in which the application was made.
   (c)    The Director shall hear complaints arising against any person, firm or corporation licensed or registered by the City in the plumbing business or trade, and shall have the power, after hearing, to suspend or revoke such license or registration for the following reasons:
      (1)    Violation of the provisions of this chapter;
      (2)    Misrepresentation of the material facts in obtaining the license or registration or renewal thereof;
      (3)    Failure to secure the permits, inspections and approvals required by this chapter or the building code;
      (4)    Use of the license to obtain a permit for another person, or to allow another person to engage in plumbing under his permit; or
      (5)    For failure or refusal to promptly correct an installation or part thereof made in an incompetent or improper manner after notice thereof by the duly appointed inspector.
   The notice of the hearing before the Safety-Service Director, stating the grounds for the complaint, must be given to the licensee or registrant in writing by registered mail at least ten days before the date of the hearing.
   (d)    The Director shall have the power to adopt the necessary rules and regulations for conducting matters and shall have such additional powers as may be provided elsewhere in this chapter.
   (e)    All applications for licenses and registrations, and other data forming the basis of his approval, refusal, suspension or revocation of a license or registration shall be kept on file in the offices of the City, for at least five years after receipt thereof.
