1313.34 FIRE PROTECTION SYSTEM.
   (a)   General. All fire protection systems and equipment shall be provided by the owner and maintained in proper operating condition at all times.
   (b)   Fire Alarms and Smoke Detectors. All fire alarms and detecting systems shall be maintained and be suitable for their respective purposes.
   (c)   Fire Suppression Systems. Fire suppression systems shall be maintained in good condition, free from mechanical defect. Sprinkler heads shall be maintained in a clean condition, free of corrosion and paint and not bent or damaged.
   (d)   Standpipe Systems. Hose stations shall be identified and accessible; and the hose shall be in proper position, ready for operation, dry and free of deterioration.
   (e)   Fire Extinguishers. All portable fire extinguishers shall be visible and accessible and maintained in an efficient and safe operating condition.
   (f)   Multi-family Dwellings.  
      (1)   Fire extinguishers: All multi-family dwellings and rooming houses shall be equipped with fire extinguishers of a minimum classification and number in common hallways as designated by the National Fire Protection Association (NFPA). At least one fire extinguisher shall be provided on each floor at the stairway landing in the corridor at each elevator or bank of elevators.
      (2)   Smoke detectors: All multi-family dwellings and rooming houses shall be equipped with audible A.C. smoke detector devices which are U.L. approved and are installed and interconnected in their common hallways in compliance with the NFPA pamphlet. Further, each unit within a multi-family dwelling shall be equipped with an audible U.L. approved smoke detector installed in the proximity of the sleeping rooms in compliance with NFPA pamphlet. The owner or his or her agent shall be responsible for installing a new appropriate battery in an operable smoke detector with each new lease or occupant. Thereafter, the occupant shall be responsible for maintaining the smoke detector in proper operating condition. The tenant shall personally refrain and forbid any other person who is on the premises with his or her permission from intentionally or negligently destroying, defacing, damaging or removing said smoke detector or its battery.
      (3)   Fire stairs: All multi-family dwellings and rooming houses having habitable rooms greater than fourteen feet (14') above the ground shall be supplied or equipped with fire stairs as a means of egress, when required, and shall be in compliance with the appropriate National Fire Protection Association pamphlet.
   (g)   Single Dwelling Units.
      (1)   Fire extinguishers: Each dwelling unit shall be equipped with a fire extinguisher of a minimum classification in compliance with appropriate NFPA pamphlet.
      (2)   Smoke detectors: Each dwelling unit shall be equipped with an audible U.L. approved battery-operated or battery back-up type smoke detector installed in the proximity of the sleeping rooms in compliance with the appropriate NFPA pamphlet. The owner or his or her agent shall be responsible for installing a new appropriate battery in an operable smoke detector with each new lease or occupant. Thereafter, the occupant shall be responsible for maintaining the smoke detector in proper operating condition.
