(a) Failure to Comply. In case any person refuses to comply with an order issued pursuant to the above provisions, in addition to the penalties provided by this code, the City of Belpre may institute civil proceedings to enforce compliance with the order.
(b) Penalties. Any person violating a provision of this code shall be deemed guilty of a minor misdemeanor and fined not more than one hundred dollars ($100.00). Each day that a person continues to violate a provision of this code shall constitute a separate and complete offense.
