(a) The system of numbering adopted shall be known as the Philadelphia System, starting from Main Street as a base and numbering east and west from the same on all streets intersecting Main Street; and starting from Washington Boulevard as a base, and numbering north and south on all streets intersecting Washington Boulevard.
(b) In numbering the buildings, the even numbers shall be placed on buildings on the north and east side of the streets and the odd numbers on the buildings on the south and west side of the streets. The numbering shall begin at the crossing of Main and Washington Boulevard, with numbers 100 and 101, and allowing every twenty feet between streets and alleys for a number, so that every street crossing the number shall begin with the next higher number.
(c) On streets that do not cross Main or Washington Boulevard, the numbering shall begin on such streets running east and west at the end nearest to Main, and on such streets running north and south at the end nearest Washington Boulevard.
