(a) The Safety-Service Director shall cause each and every dwelling, house, building and other structure in the Municipality to be numbered in a manner consistent with that established by the Postmaster.
(b) When a proper number has been assigned under this chapter, the owner or occupant thereof is directed to display the number in a conspicuous place on the premises.
