All new lots in the City shall meet the following requirements:
(a) All lots shall be at least 4,800 square feet in area.
(b) All lots shall be at least fifty feet in width at the building line.
(c) All lots shall be served by public sewer and public water, or the Planning Commission must be assured that all lots shall be served by public sewer and public water within such time as may be satisfactory to the Commission.
