(a) Location of Survey Monuments. One monument satisfactory to the City Engineer shall be placed at each corner and at each change of direction of the boundary; and one such monument shall also be placed at each street intersection on the right-of-way line and at the beginning and end of curves on one side of the street on the right-of-way line.
(b) Permanent Monuments. Permanent monuments shall be placed in the same locations as required for survey monuments. A permanent monument shall be concrete with a minimum size of 6 inches by 6 inches or 6 inches diameter by 30 inches with a reinforcing bar or pipe cast in the corner. In lieu of this type monument a survey monument may be converted to a permanent monument by using an iron pipe, minimum length of 36 inches as a survey monument and then encasing it in the center of concrete at least 6 inches by 6 inches or 6 inches by 18 inches. The top of all permanent monuments shall not exceed above the finished grade.
(c) Certification of Permanent Monuments. Before final acceptance of the street improvements by Council, the subdivider or developer shall, through a registered engineer or registered surveyor, certify to Council that all required permanent monuments are in place or that those removed during construction have been replaced.
