(a) The finance officer is hereby authorized to bill and collect a monthly charge for household garbage and rubbish collection within the City of Belpre, Ohio, as follows: For billings for collections beginning February 1, 1992, the rate of nine dollars and thirty-five cents ($9.35) per month.
(b) (1) Whenever an assessment for household garbage and rubbish charges is not paid by a water consumer, a penalty of ten percent (10%) shall be added to bills not paid when due.
(2) The owner of any premises on which a tenant is the water consumer shall be liable for unpaid household garbage and rubbish collection charges, if the tenant fails to pay the assessment.
(3) If such assessments become delinquent for ninety days or longer, such delinquency shall be certified to the Auditor of Washington County, Ohio, to be placed upon the property owner’s tax duplicate, with interest and penalties, for collection as other taxes are collected.
(4) The Mayor and City Auditor are authorized to reduce the monthly billing to seven dollars and seventy-five cents ($7.75) per month where, in their discretion, the new rate would create a financial hardship.
